Our Leadership Team
Jeff Rutherford
Jeff Rutherford, SR/WA, R/W-AC, is a Texas State Certified General Real Appraiser and a Texas Real Estate Broker.
He is a member of the International Right of Way Association, holding both a Senior Right of Way designation
(SR/WA) and a Right of Way Appraisal Certified (R/W-AC) certification.
Jeff has been engaged in the real estate appraisal and appraisal review industry for over 45 years
and has specialized in appraisal review services for over 30 years.
He has served as an appraiser and review appraiser on hundreds of right-of-way projects
comprised of thousands of individual parcels across the State of Texas.
These services are performed for various entities, including the Texas Department of Transportation (TxDOT),
numerous Right of Way Acquisition Professional Services (ROWAP) providers, and counties and municipalities across the state.
Jeff has extensive experience in the appraisal, review, and brokerage of a wide range of properties,
including vacant land, commercial and residential properties, retail centers, office buildings, industrial properties, and condemnation properties.
He has testified as an expert witness in various County Civil Courts of Law
and has also served as a court-appointed Special Commissioner on condemnation hearings in the Harris County Civil Courts of Law.

Jeff is the trusted review appraiser that projects rely on to strengthen and support any team.
Leslie Rutherford
Leslie Rutherford, RWA, is a Texas State Certified Appraiser Trainee and a Texas Real Estate Sales Agent.
She is a member of the International Right of Way Association and is certified as a Right-of-Way Agent (RWA).
Leslie has been an integral part of Rutherford Real Estate since 2007.
During these years, she has been immersed in the appraisal review process daily
and is instrumental in day-to-day operations, including client communications, project tracking, quality control, and data research.
Prior to joining the firm, Leslie worked for many years as a legal assistant at major law firms,
specializing in all levels of commercial real estate transactions, including contracts, title research, real property conveyances, and real estate financing.
She has also served as a residential real estate salesperson for a nationwide realty firm representing buyers and sellers of residential properties.
With her experience and attention to detail, Leslie provides the organization and support that keep the wheels of our firm rolling.
Colton Rutherford
Colton Rutherford is a Texas State Certified Appraiser Trainee.
He has been part of the Rutherford Real Estate team since 2012 and is a major contributor to the firm’s success.
Colton has gained extensive experience in the appraisal review industry during his years at Rutherford Real Estate.
He is an integral part of the efficient and thorough processes used daily to deliver a consistent,
high-quality appraisal review product and to provide a first-class service to our clients.
Prior to joining Rutherford Real Estate, Colton earned a degree from Texas State Technical College specializing in Wind Energy,
and worked in the wind turbine industry on the Gulf Coast.
With his experience and role in daily operations, Colton is the behind-the-scenes force that keeps our processes moving forward.
